How ECA-backed financing works
Exporter's country ECA insures the buyer's bank loan or guarantees direct lending. The insurance covers commercial and political risk. Because risk is insured, banks lend on longer tenors (up to OECD arrangement max, typically 10 years for animal production) at reference rate + narrow margin.
OECD Arrangement
Most ECAs operate under the OECD Arrangement on Officially Supported Export Credits: minimum 15% down payment, tenor by country category (up to 8.5 years for high-income, 10 years for middle-income, 12 years for LDC), risk-based minimum premiums. Poultry equipment usually classified as capital goods.
Eligible project profile
Equipment scope typically ≥ $2–5M from a single ECA-covered country. Buyer creditworthy or backed by corporate/state guarantee. Feasibility study, EIA (environmental impact assessment) in most cases, and country-specific import permissions. New-build hatcheries, integrated broiler/layer projects, and feed-mills are common ECA-financed structures.
What can and cannot be included
Included: equipment, installation, commissioning, spare parts kit (12–24 months), training, engineering fees. Excluded or capped: buildings, land, local labour (typically capped at 30% of contract value). Local-content financing gaps often filled by local bank facility.
Timeline and process
Full ECA-backed structure takes 6–12 months from mandate to first disbursement.
