Why Mozambique matters for feed buyers

Mozambican poultry and tilapia producers rely on imported soybean cake, maize and feed preparations while local soy processing and new feed units grow; the useful comparison is a local or regional offer rebuilt on delivered cost with DINAV import documents checked. Demand centres such as Maputo / Matola, Beira / Chimoio, Nampula / Nacala anchor consumption, while imported raw materials remain the main route to consistent quality and competitive cost.

Local sectors we supply

Our work in Mozambique spans soybean cake and maize, premixes and feed preparations, poultry and tilapia feed, commercial feed mills. We help buyers benchmark specifications and pricing against comparable purchases elsewhere in Southern Africa / SADC, so contracts are realistic on both quality and cost.

Market and investment context

Incentives and duty treatment for feed-mill equipment depend on eligibility and approval; confirm them with the investment-promotion authority and the Mozambique Revenue Authority (AT) for your project.

Logistics and imports

World Bank WITS data show South Africa supplied most of Mozambique's 2023 imports of soybean cake and maize; inputs also arrive through the ports of Maputo, Beira and Nacala, so state the delivery point and border or port when you compare offers. For a comparable landed-cost request, specify origin, destination, Incoterm and named place, packaging, shipment size, insurance and inland delivery. Obtain current freight, duties and handling charges from a forwarder and customs broker; none are fixed prices on this page.

Import documents and buyer checks for Mozambique

For feed and ingredients, ask for a commercial invoice, packing list, transport document, certificate of origin and product-specific certificate of analysis. Depending on the product and HS code, the competent authority may also require an import permit, registration, or phytosanitary or veterinary certificate. Feed-mill equipment is a separate project: check conformity and safety documents for its own tariff classification. Confirm the current rules with the official authorities and a licensed customs broker before shipping.

Public programmes and private buyers

The Ministry of Agriculture, Environment and Fisheries names DINAV (National Directorate of Veterinary Services) for border control of animal products, by-products and fodder through import licences and veterinary certificates; treat every imported feed input as a regulatory check with DINAV and customs. FeedMatch supports both public food-security programmes and private buyers in Mozambique with structured feed and ingredient RFQs, comparable supplier shortlists and financing introductions.

Reviewed suppliers for Mozambique

Our network spans South American, North American, European, Black Sea, Indian and Southeast Asian origins for grains, protein meals, oils, amino acids, vitamins, premixes and additives. Buyers in Mozambique get one shortlist with comparable specifications, certification status and landed pricing.

How we qualify suppliers for Mozambique

FeedMatch works with producers, mills and traders from the FeedMatch supplier register with documented experience on comparable Southern Africa / SADC shipments. Every quote forwarded to buyers in Mozambique carries specification sheets, certification status, lot documentation, delivery terms and clear Incoterms.

Recurring supply and RFQ support

Whether you need a single spot cargo or a rolling annual supply contract for Mozambique, FeedMatch runs the same structured process — one brief, multiple comparable offers, documented quality terms.

International financing for Mozambique

Qualified projects can be introduced to an independent third-party financing provider — export credit (ECA), equipment leasing, DFIs and trade finance. FeedMatch Group is a sourcing platform, not a lender.

Mozambique feed market

Poultry drives most feed demand in Mozambique. The Ministry of Agriculture, Environment and Fisheries reports about 135,000 t of chicken and 29.8 million dozen eggs produced in 2024, and imports of 21,800 t of chicken between January and September 2025 — the government's stated goal is poultry self-sufficiency.

Feed is produced by integrated poultry groups (for example Higest in Matola and Novos Horizontes in Nampula, both describing their own feed production) and by milling companies with feed brands such as MEREC (FORTE) and CIM (FEPRO). Tilapia farming around Lake Cahora Bassa and in the south adds demand for floating fish feed.

Protein and energy ingredients are largely imported: World Bank WITS data for 2023 show US$24.6 million of soybean oil-cake and US$46.9 million of maize other than seed, mostly from South Africa. Local soybean processing around Cuamba, Gurué, Rapale and Chimoio is growing but small, and FAO describes reference-price work intended to support domestic oilseed and poultry-feed production.

Direct answers — Mozambique feed procurement

Where do Mozambican feed mills buy soybean meal?

Mostly from South Africa: WITS data for 2023 show South Africa supplied US$20.5 million of US$24.6 million soybean oil-cake imports, with Malawi and Zambia the other origins. Local soybean processors exist in Niassa, Zambézia, Nampula and Manica, but published capacities are small and date from 2023.

Who produces animal feed in Mozambique?

Public sources describe integrated poultry groups with their own feed mills — such as Higest in Machava, Matola, and Novos Horizontes in Nampula — and milling companies with feed brands, such as MEREC (FORTE) and CIM (FEPRO). FeedMatch lists them for context only; it has not verified them and has no relationship with them.

What permits are needed to import feed inputs into Mozambique?

The Ministry of Agriculture's animal-health page says import licences and veterinary certificates are used at the border for animal products, by-products and fodder, and veterinary medicines need DINAV registration. Treat each imported input as a regulatory check with DINAV and customs before ordering.

Feed categories bought in Mozambique

Soybean cake (soybean meal)

The main protein ingredient for poultry. Imported mainly from South Africa, Malawi and Zambia; ask for crude protein, moisture, fibre and urease activity on every lot.

Maize

The main energy ingredient. Domestic supply competes with imports from South Africa; specify moisture and aflatoxin and fumonisin limits for each delivery.

Premixes, concentrates and additives

Vitamin-mineral premixes, concentrates and additives are bought from regional suppliers; HS 230990 imports reached US$10.5 million in 2023. Confirm the import licence and any registration for each product.

Complete poultry and tilapia feed

Bagged broiler, layer and tilapia feed from local mills and integrators. For tilapia feed, ask which clauses of INNOQ NM 1275:2024 the supplier meets.

Feed-mill equipment

Hammer mills, mixers, pellet mills, coolers and extruders for new or upgraded mills. Equipment projects follow the USD 250,000 plant and equipment minimum.

Who buys — Mozambique buyer profiles

  • Integrated poultry groups. Broiler and layer integrators that run their own feed mills and buy soybean cake, maize and premixes in volume.

  • Independent poultry and pig farms. Farms buying complete or concentrate feed in bags, often through outgrower schemes and feed shops.

  • Aquaculture producers. Tilapia farms buying floating feed and fingerlings, including outgrower programmes on Lake Cahora Bassa.

  • Feed mills and investors. Existing and new mills sourcing ingredients or planning milling and storage equipment.

Mozambique feed ingredient supply, imports and buying checks

World Bank WITS data for 2023 show Mozambique imported US$24.6 million of soybean oil-cake (36,060 t), US$46.9 million of maize other than seed (161,792 t, food and feed combined) and US$10.5 million of animal-feeding preparations, with South Africa the main origin for all three. The Ministry of Agriculture reports about 135,000 t of chicken produced in 2024, so poultry feed drives most ingredient demand.

Import, customs and regulatory notes — Mozambique

Regional supply, mainly by road from South Africa

South Africa supplied US$20.5 million of the 2023 soybean oil-cake imports and almost all imported maize; Malawi and Zambia supplied smaller soy-cake volumes. Ports at Maputo, Beira and Nacala are alternatives for deep-sea cargo, so compare offers on delivered cost to your mill.

DINAV licences and veterinary certificates

The Ministry of Agriculture's animal-health page says border control uses import licences and veterinary certificates for animal products, by-products and fodder, and that veterinary medicines need DINAV registration. Confirm the documents for each product before ordering.

Duty and VAT

We have not verified the duty or VAT treatment of specific feed inputs. Confirm the current tariff line and any exemption with the Mozambique Revenue Authority (AT) before you compare landed costs.

Tilapia feed standard

INNOQ standard NM 1275:2024 sets quality requirements for tilapia feed, covering ingredients, additives, composition, microbiology, labelling and traceability. Ask suppliers of tilapia feed which clauses they meet; we have not confirmed whether the standard is mandatory.

Financing options used in Mozambique

  • Bank trade finance. Commercial banks can provide import finance, letters of credit and working capital against confirmed orders, subject to their own credit approval.

  • Development lenders. Development finance institutions have financed Mozambican poultry businesses — for example IFC's disclosed Higest expansion project — but every lender decides on its own terms; FeedMatch does not arrange or guarantee finance.

Buyer brief

Buying feed ingredients in Mozambique: what to check first

Short answer: Mozambican buyers get comparable offers by fixing protein, moisture and mycotoxin limits, the delivery point (Maputo, Beira, Nacala or the mill) and the price basis — and by confirming the DINAV import licence and veterinary certificate before an imported input is ordered.

Put these in your request

  • Soybean cake: crude protein, moisture, fibre and urease activity, with the test method and laboratory you accept.
  • Maize: moisture, broken grains and aflatoxin and fumonisin limits for each delivery.
  • Price basis: delivered to the mill or farm, or ex-border/ex-port with freight, clearance and storage quoted separately.
  • DINAV import licence and veterinary certificate where they apply, plus the customs tariff line confirmed with the Revenue Authority (AT).

How buyers source here today

Mozambican buyers commonly buy from local milling and integrated poultry groups, from regional ingredient and premix suppliers based mainly in South Africa, and through traders at the border and ports. FeedMatch works differently: one written request, reviewed by a person, sent to suitable suppliers, with every offer rebuilt on the same specification, delivery terms and documents. Buyers and suppliers do not contact each other directly through FeedMatch, and buyers pay nothing.

  • Human review before supplier contact; no guaranteed response times

How our RFQ process works in Mozambique

You share the requirement: ingredient or feed type, specification, annual or per-shipment volume, destination within Mozambique and delivery terms. A person reviews it first; only then is a structured RFQ prepared and suitable suppliers approached.

What a good feed RFQ contains

Effective RFQs for Mozambique specify: product and origin preference, key nutritional parameters (protein, moisture, fat, fibre, ash), contaminant and mycotoxin limits, certification requirements, packaging, volume and shipment schedule, port or warehouse destination and Incoterms. We help fill any gaps before distribution.

Local delivery and logistics

World Bank WITS data show South Africa supplied most of Mozambique's 2023 imports of soybean cake and maize; inputs also arrive through the ports of Maputo, Beira and Nacala, so state the delivery point and border or port when you compare offers. We reflect real freight costs and lead times in every comparative quote.

You submit your requirement once — ingredient or feed type, specification, volume and destination. We match it against suppliers in our global network and return comparable quotes with clear specifications, certification and delivery terms. Free for buyers.
Do you support both institutional and private buyers in Mozambique?
Yes. We work with feed mills, integrators, distributors, pet food and aqua feed producers, as well as public food-security programmes across Southern Africa / SADC.
Is trade financing available for purchases in Mozambique?
Equipment and working-capital finance can come from local banks, development lenders or export credit agencies, subject to their own approval; FeedMatch does not arrange or guarantee finance. We can introduce qualified buyers to independent third-party financing partners — FeedMatch itself is a procurement platform, not a lender.
Which feed segments are most active in Mozambique?
The most active segments we see in Mozambique are soybean cake and maize, premixes and feed preparations, poultry and tilapia feed, commercial feed mills. We can share benchmark volumes and typical specifications on request.
Do you handle both bulk vessels and small container lots?
Yes. We source from full bulk cargoes down to single-container lots and bagged shipments, matching the supplier profile to the volume.
What languages can you work in for Mozambique?
Business is handled in English, and locally in Portuguese.
Is there a minimum order for feed or ingredients in Mozambique?
No. Feed and ingredient purchases have no minimum and are reviewed by specification, volume and destination. The USD 250,000 minimum applies only to feed-mill plant and equipment projects.
Where do Mozambican feed mills buy soybean meal?
Mostly from South Africa: WITS data for 2023 show South Africa supplied US$20.5 million of US$24.6 million soybean oil-cake imports, with Malawi and Zambia the other origins. Treat each imported input as a regulatory check with DINAV and customs before ordering.
Where does Mozambique's soybean meal come from?
World Bank WITS data for 2023 show US$24.6 million (36,060 t) of soybean oil-cake imports, of which South Africa supplied US$20.5 million, Malawi US$3.7 million and Zambia US$0.3 million. Local soybean processing exists around Cuamba, Gurué, Rapale and Chimoio, but published capacities are small and dated.
Which permits apply to imported feed inputs in Mozambique?
The Ministry of Agriculture's animal-health page says border control uses import licences and veterinary certificates for animal products, by-products and fodder, and that veterinary medicines need DINAV registration. We did not find a consolidated feed-registration regulation, so treat each imported input as a regulatory check with DINAV and customs before ordering.

Abílio AntunesChimoio (Manica province)Poultry producer and feed/soy processor (2023)Identified in TechnoServe's 2023 mapping as a poultry producer and feed and soybean processor; the capacity figures in that table are internally inconsistent, so we do not repeat them. Local ingredient opportunities

  • Soybean processing is located around Cuamba (Niassa), Gurué/Lioma (Zambézia), Rapale (Nampula) and Chimoio (Manica); in Cuamba, JFS and Agro Processing Investment Limitada together processed about 3,000 t/year in the 2023 assessment. TechnoServe / Feed the Future — Food Processing Mapping, Mozambique (April 2023, PDF)
  • The NUTRIMO research project (2025) tested tilapia diets made from Cabo Delgado ingredients such as cassava roots and leaves, moringa, maize, pearl millet, peanuts and beans; laboratory growth was lower than with a reference feed while field results were reported as comparable — research, not a commercial substitute. World Aquaculture Society — NUTRIMO project abstract (June 2025)
  • Aquaculture companies selected for GMAP technical support in December 2024 include Aquapesca, Aquacultivos, Chicoa, Tilápia de Moamba and Tilápia de Bilene — programme participation, not purchasing volumes. GMAP Mozambique — companies selected for technical support (2 Dec 2024)

Regulatory checks before importing

  • The Ministry's animal-health page names DINAV (National Directorate of Veterinary Services) and says border control uses import licences and veterinary certificates for animals, animal products, by-products and fodder (forragens); veterinary medicines need DINAV registration. Ministry of Agriculture, Environment and Fisheries — Animal health / DINAV (undated)
  • INNOQ standard NM 1275:2024 sets quality requirements for tilapia feed — ingredients, additives, veterinary medicines, composition, microbiology, safety, labelling, traceability and manufacturing practice. We have not confirmed whether it is mandatory. INNOQ — NM 1275:2024 quality standard for tilapia feed (PDF hosted by GMAP)
  • Premixes and additives are offered into Mozambique by regional suppliers; for example Trouw Nutrition South Africa states that it serves Mozambique. Ask every supplier for the import permit or registration that applies to the product. Trouw Nutrition South Africa (company page, undated)

What we could not verify

  • Moageira Abibo: only a programme listing (c. 2022) describes its Pemba maize-meal and poultry-feed activity; no company or official source confirms current operations.
  • Irvine's and large prawn-feed buyers: no current Mozambique operation or purchasing volume confirmed, so not listed.
  • Current tonnages of Mozambican feed mills: published capacities are dated survey figures, not 2026 output or available supply.
  • A consolidated animal-feed registration regulation, its decree number, forms and fees: treat every imported feed input as a regulatory check required with DINAV and customs.
  • Import duty and VAT treatment for specific feed inputs: confirm the current tariff line with the Mozambique Revenue Authority (AT) before ordering.
  • Merchant volumes and feed-grade specifications for local fishmeal, rice bran, sunflower or cottonseed cake.
