Which rulebook governs the notice

Before writing anything, identify the financier. A ministry tender run under Egyptian public procurement law has different forms, deadlines and appeal routes from a World Bank–financed goods contract, which in turn differs from a WFP or FAO purchase order process. Downloading the correct standard bidding document and answering it in its own structure is worth more than a stronger technical offer answered in the wrong format.

Duty, VAT and the delivered price

Donor-financed lots are frequently exempt from customs duty and VAT, and national lots are not. Because Egyptian feed-mill packages are import-heavy — extruders, pellet mills, dryers, automation — the tax treatment can move the delivered price more than the equipment discount you negotiate. Feed lots vs equipment lots
