Which rulebook governs the notice
Before writing anything, identify the financier. A ministry tender run under Egyptian public procurement law has different forms, deadlines and appeal routes from a World Bank–financed goods contract, which in turn differs from a WFP or FAO purchase order process. Downloading the correct standard bidding document and answering it in its own structure is worth more than a stronger technical offer answered in the wrong format.
Duty, VAT and the delivered price
Donor-financed lots are frequently exempt from customs duty and VAT, and national lots are not. Because Egyptian feed-mill packages are import-heavy — extruders, pellet mills, dryers, automation — the tax treatment can move the delivered price more than the equipment discount you negotiate. State the assumption in the bid rather than burying it.
Feed lots vs equipment lots
Feed and premix lots are evaluated on nutrient specification, contaminant limits, packaging, shelf life and delivery reliability to named governorates. Equipment lots are evaluated on capacity, process route, energy demand, after-sales presence and spares. Mixing the two evidence sets — sending machinery brochures against a feed specification — is a common and avoidable technical failure.
Getting comparable supplier quotations in time
Most bids are lost in the last week, when only one manufacturer has answered. What do you need to bid on a feed or feed-mill tender in Egypt?
You need a compliant administrative envelope (registration, tax documents, power of attorney, non-debarment declaration and a bid security typically worth 1–2% of bid value), a technical envelope with a clause-by-clause specification compliance sheet, manufacturer datasheets with country of origin, similar-contract experience from the last 3–5 years and a delivery schedule, and a financial envelope on the tender's own price schedule with the required Incoterm. Egyptian public tenders also commonly require Arabic documentation or certified translation, and donor-funded lots may be exempt from duty and VAT — state the treatment rather than assuming it.
