What does an institutional feed tender bid have to contain?

Three envelopes: administrative (registration, tax documents, power of attorney, non-debarment declaration, bid security usually 1–2% of bid value), technical (clause-by-clause specification compliance, manufacturer datasheets or product analysis certificates, 3–5 years of similar-contract experience, delivery and after-sales plan) and financial (audited accounts, the tender's own priced schedule, the specified Incoterm, bid validity of typically 90–120 days). What is an institutional feed tender?
