Moisture is a commercial parameter, not only a technical one
Every percentage point of extra water is a percentage point of cargo the buyer pays for and does not feed. On a bulk shipment this is a material commercial exposure, which is why moisture usually carries a price adjustment scale rather than a simple reject clause.
Water activity matters more than total moisture
Microbial growth is governed by water activity, not total water. Two cargoes at the same moisture can behave very differently in a hot, humid discharge port. Where storage will be long or tropical, request water activity alongside moisture.
Moisture migration in transit
Temperature gradients inside a hold or container move water toward the coolest surface, creating localised wet spots and caking even when the average moisture is compliant. Ventilation logs and container desiccant use are legitimate items to specify.

Should moisture be tested at load port or discharge port?
Both, where the voyage is long. Load-port results establish the contractual position; discharge-port results on a representative composite establish what actually arrived and support any claim.
Is NIR moisture acceptable for contracts?
NIR is excellent for process control and fast screening, but contractual referee values are normally the oven-drying reference method unless both parties agree otherwise in writing.
