Supplier selection
How to choose a turnkey feed mill company
A turnkey supplier is chosen for the interfaces it absorbs, not for the machines it lists. Test how far single-point responsibility actually extends: does it include civil works, building, electrical supply, boiler, installation labour, commissioning and the performance guarantee, or only the process line? Then check delivered projects of comparable scale in comparable countries, the local subcontracting model, the schedule with its milestones and liquidated-damages position, the performance test procedure, and the aftermarket structure once the site team leaves. A turnkey price is only meaningfully higher or lower than multi-supplier procurement when both are stated at the same scope boundary.
Turnkey is a risk-transfer product. The premium buys coordination and a single accountable party — but only for the scope the contract actually names.
Request qualified turnkey proposalsScope of responsibility
- Exactly which of civil, building, steel, electrical supply, boiler and utilities sits inside the contract
- Who carries interface risk between process, structure and building
- Whether the performance guarantee covers the plant or only the supplier's own equipment
- Which packages are subcontracted, and whether you approve the subcontractors
Execution capability
- Delivered turnkey projects of comparable capacity and country conditions
- Site management model: expatriate supervision, local labour, or full crews
- Schedule with milestones, and the position on delay damages
- Permitting and local code compliance responsibility
- Health, safety and environmental standards applied on site
Commercial structure
- Payment milestones tied to verifiable progress, not calendar dates
- Change-order mechanism and unit rates agreed up front
- Retention, bank guarantees and warranty bond structure
- Currency, escalation and price validity
After handover
- Training depth and whether it survives staff turnover
- Spare-part package and local availability
- Service response commitment and its cost after warranty
- Documentation and as-built quality — the basis of every future modification
Questions to put in writing
- List every scope item excluded from the turnkey price.
- Which subcontractors execute civil, steel and electrical works?
- What is the performance guarantee, on what recipe, and how is it tested?
- What is the schedule, and what are the consequences of delay on each side?
- What is the change-order rate structure for scope added after signature?
Signals that deserve a second look
None of these mean a supplier is unsuitable. They mean the proposal needs clarification before it is comparable.
- "Turnkey" used without a written scope boundary
- Performance guarantee limited to individual machines rather than plant output
- Civil and building excluded but presented as part of a turnkey narrative
- Payment milestones front-loaded and unconnected to progress
- No named site management structure
