Destination law governs
A material legally traded at origin can be prohibited or restricted at destination. Processed animal protein restrictions, additive authorisation lists and contaminant maxima all differ between jurisdictions and are enforced at the point of use.
Additives require authorisation, not only quality
For additives, the question is not only whether the product meets its specification but whether that additive, at that dose, for that species, is authorised in the destination market — and whether labelling matches the authorised terms.

The importer and the feed business operator placing the material on the market, regardless of what the exporter stated. That responsibility cannot be contracted away, only supported by supplier documentation.
