Model the ratio, not the choice. Every tonne moved from bag to bulk removes packaging cost and dispatch labour, and often relieves the plant's real bottleneck — but only if the customer can receive it. In markets with a large smallholder base the bagged share is set by the customer, not by your preference, and the honest project decision is how much bagging capacity to install rather than whether to install any. Size the bagging line against realistic peak dispatch, not average tonnage, because dispatch is lumpy and a queue at the bagging line looks exactly like a shortage of plant capacity.
